Our Mission

To provide opportunities for economically disadvantaged people to reach their goals in order to enhance their lives, their families, and their communities.

Our Philosophy

Every person needs support from others. People Incorporated promotes the dignity of individuals and families, moves people into the economic mainstream, and works to develop existing strengths and resources within communities. All of our efforts are directed by the concerns, hopes, needs, and dreams of the people we serve.

Community Action Promise

Community Action changes people's lives, embodies the spirit of hope, improves communities, and makes America a better place to live. We care about the entire community, and we are dedicated to helping people help themselves and each other.

What We Do

Adult Employment, Training, and Placement Services

Helps adults over the age of 18 to land new opportunities and make the transition from a job to a career. Career Centers help participants gain and upgrade workplace skills, complete resumes and job applications, and prepare for interviews. Provides connections to GED preparation and continuing education.

Youth Employment and Training

Offers education, training, and employment opportunities for eligible youth ages 14 through 24. Helps participants answer the question, "what's next?" by enhancing their workforce readiness skills, connecting them with paid internships and training opportunities, and aiding them in exploring future careers.

Dislocated Worker Employment Training

Helps individuals who have lost their job through no fault of their own re-enter the workforce and find sustainable employment. Participants receive help with applying for employment, prepping for interviews, and more to help them re-enter the workforce, advance their career, and increase their earnings.

Ex-Offender Services

Virginia Community Action Re-entry System (VA CARES) assists ex-offenders with the transition from state prison to life with family members and the community by receiving supportive services including information, referral, counseling, and employment assistance.
